Former Los Angeles County Sheriff Alex Villanueva calls California's Proposition 47 "a perfect storm" that decriminalized a lot of terrible behaviors. Felonies became misdemeanors, and not even misdemeanors get prosecuted. These circumstances have frustrated many of the state's law enforcement officers, many of whom have left their jobs. The streets are now unsafe, without a lot of eyes and ears to intercept crime.
