More than 11,000 children are currently held. "Once the kids leave and they're with a sponsor, HHS will try to call them to follow up," Trimmer said. "If they call two times and they don't answer then the child is deemed lost. This idea of the missing children, that's it. Two different calls and they are officially lost."
