"I believe a bribe can exist in the absence of a direct payment to a person but instead to a family member. And that is not something I have pulled out of thin air," Gaetz said. "If you look at the Foreign Corrupt Practices Act, there's literally sections of federal law that deal with the illegality of paying people's family members in order to influence them in foreign positions of government."
