"The DOJ is not going to act on them, but it's not a unique authority of Congress to send a magical criminal referral," Howell said. "Anybody in this country can send a criminal referral. Thousands of people do it every day when they call 911. If you're sitting at home you can email the DOJ and send in a criminal referral. It has the same force and bearing that a Congressional referral does."
